If you create from scratch a new, affordable and self reliant floating state, more friendly for POC, migrants and workforce at large, then the other states will suffocate from labour shortage overtime and you will be done with white supremacists. A network of floating cities can regroup under the banner of the 51st state of the U.S. This network can set its own constitution and own rules more easily since a floating city is a vessel, and a vessel's captain can tell who belongs or not.
